AbstractIn many developing countries, the tradition and function of historic city are now facing the countervailing pressure of modernization and urban renewal. Luangprabang is likely to face many similar problems as other World Heritage Sites, where conservation and modem urban development must be balanced. With respect to the characteristics of Luangprabang Historic City, most of the sensitive historic areas are situated in the central district of urban area in the heart of Luangprabang province. Luangprabang will benefit greatly since it is located on future transport routes to serve increasing and economics activities. These latter effects may include loss of agricultural land to increased urbanization, the establishment of tourism facilities, and other related impacts. The study while understanding past, present and future development pattern also identifies the impact of the increased the activities to the conservation of this town. Luangprabang town shows a multifarious mix of use. Administrative, religious, commerce and residence are situated in the center of the town. Conservation the ancient town as a whole has to have an incremental approach. Current administrations and development control regulation are not sufficiently controlling and guiding the development pattern in Luangprabang. The study explores what is the loophole of existing regulation and possibility to manage the city to cope with the rapidly increasing demand of the urban growth. The appropriate planning agencies, which need to deal with the study area are also recommended. The conclusion of the opinion in both public and private sectors shows that although there is high attitude towards conservation project, but the action program for public relation campaign is recommended to introduce the urban regulation and the guide- line for planning process, implementation and evaluation. If conservation is to be seen as an instrument for a balanced approach in development it is essential to see it not in conflict with development. Also it should be seen not only include elements of history and national prestige but include the culture and locality. Based on this approach a "Conservation with Development" plan is formulated for Luangprabang.
