AbstractSiem Reap urban infrastructure facilities have faced deterioration and shortage of urban services as a result of political situation changes. While new development and maintenance of urban infrastructures was paid less attention by previous government agencies. At present Central Government as well as Local Government are trying their best efforts in enhancing and solving of Siem Reap town in terms of in-fill and new development plan. However, Previous studies did not deeply analyze relationship between population growth, in particular, tourist increase in numbers and its accommodations. Therefore, this research is incurred As Siem Reap town growth depends largely on a number of tourist visits, it provides services and job opportunities, while the future urban expansion is available to the east and southeast of the core town because the land have no contain of archaeological value for research and barren land. Despite it is impossible to extend the town because there are some constraints such as inundation, lowland plain, good quality soil with irrigation systems for agricultural purposes, Argued that there were two contradictory objectives: first, Angkor as the main tourism development over the country and second, the development is able to attract the other forms of urban development then affecting to Angkor Heritage Site /Conservation/Preservation. The urban development, urban conservation and tourism management needs to be reconciled. Siem Reap is, eventually, turning in to haphazard manner between the urban development and the growth of tourism industry. The awareness taking into account of heritage resources of Angkor always provides a wide range of benefits to the national economies. An attempt from the research is a well plan and management of a new development of the Siem Reap town because its features are Ancient Monuments/ Archaeological Parks, which is attracting a hundred and thousands of tourists visiting Siem Reap.
