AbstractPakistan Telecommunication Corporation (PTC) is responsible for providing reliable fixed line telecommunications services in Pakistan, and it's the only provider of the fixed telephone services all through out the country. The Government of Pakistan owns the company, and it suffers from the infirmities and ailments, of a typical third world country bureaucracy. Government has been trying to introduce new technologies in its operations, but has not been so successful. Technology has been omnipresent in our lives since times eternity and has been the catalyst for change. One of the reasons of this inability at PTC, is the number of employees working. It has more than fifty thousand people registered on its payroll. How will these people react to the changes in their work environment? What will be their response towards the developments that are likely to occur once new technology replaces the old one? Understanding of inter-linking of factors is important for bringing about change in PTC. Despite its problems and inefficiencies, it is the highest revenue earner for the government, where as the management is paid the salary on the flat rates with the result that the managers have no incentive to make an effort to work harder. The salary structure must be designed along incentive based and performance evaluation methods. A wide gape exists between the duties performed by the manager and the areas in which they specialize academically. There is an urgent need to help these individuals get formal training of management and its related fields. A majority of the individuals at the middle level management feel they have been left out and they are not well informed. A system must be developed by the company to share all possible information with its employees.
