AbstractWith a commitment to liberalization in the infrastructure sector, Vietnam has many obstacles in mobilizing international finance. This is most due to the questionable creditworthiness of local economic entities, the lack of clarity, predictability of local laws and the less stability of a developing economy. These problems even hamper the country to access foreign sources of finance. Project financing has so far been a fairly specialized field. In which, efficient risk allocation and mitigation is central to bringing infrastructure projects to financial closure and to providing appropriate incentives to investors during construction and operation. A risky project may still be financeable if risks are assumed by the party best able to manage them. A notice on the importance of project financing induces the research author to do study on contemporary issues of project financing infrastructure in Vietnam. A rich literature reviews are presented to give a general and complete view about the project financing field. Some main traits of Vietnamese economic environment that could be very much concerned by foreign investors are studied before accessing to a practical case of financing infrastructure in Vietnam. In the case, which is a treated water supplying project, named Binh An, an in-depth analysis on risks facing project sponsors and lender is done to find out ways to mitigate those risks. Some findings and suggestions are made to the sponsors, lenders and the government for speeding up private participation in infrastructure in Vietnam.
