Abstract | The economic growth and improvement of the quality of life of a country are closely linked to good infrastructure. More often than not, infrastructure requirements exceed the capacities of national utilities in most developing countries. The Vietnamese government actively encourages private sector investment into infrastructure projects. However, the country's risk is still very high in the perception of project sponsors. This study analyzes the critical issues involving the development and implementation of these projects. The issues under study are related to policy, risk factors, risk management, financing and barriers. To illustrate the infrastructure development issue in Vietnam, this study examined the case study of Saigon water treatment (BOT) project. Interviews with different parties involved in project finance are carried out in order to get an insight from different perspectives. A new framework is proposed for the authorities concerned in evaluating project risks and service prices required by the private sector, and in improving the investment environment. |
