AbstractProject evaluation is an important step for implementation of any project because it can affect the allocation of resources. Initially, project evaluation focused on the measurable items. The project evaluation methodology of which provide an economic efficiency and consistency result is considerably sufficient. The Ramindra-At Narong expressway system is the 18. 7 kilometers expressway project that has been operating for two years. It is selected to be the case study for evaluation. This research evaluates and compares the various types of toll collecting systems by considering an economic and financial appraisal of an expressway project. This evaluation is termed as 'toll strategy study'. There are two main types of toll collecting which are open system and closed system. This expressway which are operated by the open toll collecting system encounters the problems of an unfair toll collecting system. A large number of road users think that the toll fee is more expensive than the perceived cost of travel. The final results, which are the net present value (NPV), internal rate of return (IRR) and benefit cost ratio (B/C), is the economic and financial indicators. By comparing those indicators and the standard indicators, it can identify whether the toll strategy is feasible or not. For this case study, the indicators show that the existing toll strategy is feasible in term of economic but it is unprofitable in term of finance. In addition, the existing toll rate is not suitable for operating the existing expressway. It is suitable for the 10.1 kilometers in length. This length gives the attractive for the economic and financial indicators. And the closed system is the best toll strategy for the profitable expressway.
