An area-specific model for conservation and redevelopment of the French colonial quarter in Hanoi Vietnam

AbstractThe image of Hanoi's French Colonial Quarter in the mind of many people is an area of wide, tree-lined boulevards lined with large villas in garden settings and imposing public buildings. The impact of the French Colonial period on the character and appearance of Hanoi's urban environment is most evident today in the FCQ. The overall urban planning, designs and forms of the Quarter; the wide range of building styles dated from the late nineteenth century through to the mid twentieth century; the imposing grid system of tree-lined boulevards complemented by smaller lanes within the regular shaped urban blocks are some of the key elements of the FCQ, which have created a distinctive and special character. Such characteristics make this area to become the most attractive place to I ive and carry out business. Under the Doi Moi policy, now this area faces structural changes that in the one side contribute to the national economic growth as well as increase of income of people living in the area, in the other side, damage the distinctive character of its urban form and pattern. In recent years, the demand of construction investment, especially in terms of housing and business, has been increased rapidly. Unplanned development has leaded to the appearance of high-rise buildings everywhere and the disordered development in residential blocks of the French Colonial Quarter that are deteriorating and reducing the quality of the historic environment. This study indicates that the possibility of new development in the French Colonial Quarter needs to consider the block level. The author proposes a solution for redevelopment and conservation at block level that is considered as a general model for all blocks. With the rehabilitation and renovation the historical buildings abutting the streets and appropriate redevelopment inside the blocks that did not influence architectural views from streets, this model met both of new development demand and conservation needs. It not only limits and prevents the influence of new development to the distinctive character, but also to "restore" the traditional architectural space of the French Colonial Quarter. Several analysis methods are used in the model. They are, among others: applying the urban design concepts and principles to determine the maximwn height of new buildings, analysis the values of historical structures to classify and determine their conservation level, and determining the development capacity of each block. To complement the model, basis and objectives of future policy and design guidelines for development and conservation in the French Colonial Quarter are also discussed in the late of the study. However, in order to translate the model into implementation and enforcement, it is necessary to have appropriate policies and plans of conservation, development investment, finance as well as the stimulation and supports from Vietnamese Government and Hanoi's People Committee.
