AbstractThis research is proposed for studying the electronic commerce and electronic payment development practice of the Thai banking industry and the barriers that banks confront with during their implementation process to answer the question of why on-line Internet payment in Thailand is rarely implemented. In order to be able to develop the analytical framework and provide alternative solutions, firstly, the international practices were assessed. The assessment focuses on two areas of interest, Business Practice and Organization Practice. The technology in focus includes Credit Card payment over the Internet, Smart Card, and Electronic Banking. From the Thai perspective, the business practice assessment was done through interviews with technology managers of three banks - Siam Commercial Bank Plc., Thai Farmers Bank Plc., and Krung Thai Bank Plc. Similarly, the organization practice of government was done though interview with E-commerce specialist in the Ministry of Science, Technology, and Environment. Later, the lesson learned from the international development practices was developed as analytical framework for assessing the current status of Thai's development practice. Based on this, the government and banks' development practices and the barriers of development were analyzed. Finally, the research presented guidelines for banks and government to overcome the barriers they confronted with in order to be able to further deploy the benefit of Electronic Commerce.
