AbstractInformation technology (IT) is playing an increasingly important role in the present competitive economic environment and the use of lT for competitive advantage has become a hot issue. IT itself is not a competitive advantage and competitive advantages can only be brought from how IT is used. Therefore, alignment between the business and IT strategy of a firm should be made. Since China's adoption of an open policy and enforcement of market economy in the late 1970s, small- and medium-sized enterprises (SMEs) in China have started to use ITs for a competitive edge. It is necessary to evaluate how these SMEs utilize IT. In this research, six trademark agencies from the Chinese trademark service industry are selected as cases and an exploratory study is done on their IT usage. The research shows that Chinese trademark agencies· in general are still in an early stage in Nolan's stage model of lT growth and have little IT sophistication. They have acquired advanced IT but lag far behind in IT management owing to a lack of building of managerial skills. This state of less IT sophistication and the unbalance between IT use and IT management leads to a large waste of resources and insufficient exploitation of IT opportunities. Therefore, it is suggested that the Chinese trademark service companies focus on IT management and develop skills in this area. To compensate for the lack of management skills, long-term professional consulting and training could also be pursued.
