AbstractDuring the 1990 global competition, Taiwan can not close the door and say everything is fine. Especially, for a long time now, the state-run enterprises (SREs) sheltered under the umbrella of the state, have not had to be truly business-like to support themselves. They have enjoyed monopolies. So if they don't keep up with the market well, they might be criticized or suffer loss in profits. But they certainly needn't worry about going bankrupt. Since they enjoy support from the government. This is unfair to other private enterprises and is against the spirit of the market economy. According to the timetable for privatization of major state owned enterprises, which was scheduled by the Council for Economic Planning and Development, the Taiwan Provincial Government owned Taiwan Business Bank and the other three commercial banks should be privatized at the end of the 1998. Actually, Those banks have been privatized at the beginning of 1998. A case study of the Taiwan Business Bank privatization experience will be evaluated in this study. We find the obstacles to the privatization are the employees' attitudes that are afraid of changes, worry about the compensation, .the pension, .the job security,.the-working hour--etc. The finance department tries to cut the employees salary pay package, resulting in employees' turnover and low moral. Service to customers suffers. The study suggests that employees' and customers' interests must be taken care of We suggest the market strategies to not only satisfy the employees but also the customers in order to achieve the win win situation.
