Abstract | Taiwan is a small island country with more than 21 million people living on it. The housing issue is a significant problem that the authorities have to solve. According to the Article one of the Public Housing Act, the goals of the policies are very clear. Article one said, "In order to centralize the construction and management of public housing, stabilize the people's livelihood, and promote social welfare, this Act is enacted; where there are no provisions, other relevant laws shall apply." For performing these objectives, the authorities would be concerned about the cost of subsidy. In fact, the public housing loan policies are long term projects and the subsidy has to increase year by year seems inevitable. This then seems a challenge for the government and the subject of this research. The objectives of this study are to provide a better understanding of the housing loans subsidies in Taiwan, ROC; to make a better understanding of governmental financial burden from these subsidies; and to set up an evaluation model which is suitable for helping government to budget and offering recommendation for public housing policy. Results of the research indicate that the interest subsidy policies will increase housing affordability of low and moderate-income families. And compare with other subsidy policies, the interest subsidy policies are more efficient at present. To ensure that the housing loan interest subsidy is sustainable in the long term, the government should carefully choose the targets for assistance. Setting up an optimum subsidy scale will be another key factor to support the housing loan policies. |
