AbstractThe study was undertaken one an international organization called Japan International Volunteer Center in Cambodia. The study aimed at finding out the mission, the strategy, the organizational features and assessed the planning and management system have executed. The study also emphasizes the activities and the people's satisfaction with the projects, viz. the rice bank, the cow bank, the well, the jar, the compost and the home garden in the couple villages of Torn Lorb in Toul Prich commune and Trapaing Andeng village in Makak commune, Angsnoul District, Kandal province. The primary data was collected a through checklist with the director and personnel and questionnaires with individual households of beneficiaries. The findings are relevant to organizational features and show that the lack of incentives and unclear structure have made some resign after they worked for a while. Similarly, there are insufficient staff on planning and management skills. Concerning activities that JVC has done in the study areas it showed that the projects had not done the pre feasibility study before implementing the project and in the evaluation work by self evaluation on the projects, demonstrating that it repeated the same work, there was not much substantial progress. In terms of knowledge and skills of villagers on the six projects it was disclosed that the three projects viz. rice bank, cow bank and well projects villagers received knowledge and skills because they participated in the projects and the other three were low. Regarding the degree of people's satisfaction with the six projects argue generally villagers were satisfied with three projects rice bank, cow bank and well project and they were not satisfied with home garden, compost project. It was also shown that the villagers were not satisfied on the contribution of all the projects. The study also assessed the planning and management system. The important aspects emphasized were planning, organization, staffing and controlling of the organization. The study reveals that there are some constraints of implementation work even though the plan and activities plan were clear due to insufficient the staff and staff received a burden of work. The ยท organizing principle for coordinators still needs training and needs professional staff to assist them. In terms of controlling, usually the director lacks directly controlling of staff in the implementation of the project. Based on the findings a large area and various attitudes a study with the rest of the villages in the two communes was recommended. Due to lack of capacity and skills for villagers and recently NC has formulated the VDC, so that the study for sustainability for VDC in the two communes was recommended as well.
