| Abstract | Demand for electricity supply for production and social life has been being an urgent need of Vietnam. Therefore, in order to meet the demand and take advantage of the rich water resource of the country, by Decision No. 1208/QD-TTg dated 21 July 2011, the Government Prime Minister has approved the National Electricity Development Plan in the period 2011 – 2020, vision to 2030. However, in parallel with the development in terms of quantity, the requirement to control quality and assure the safety for the work and people living in the lowlands by the work is also emphasized. The application of a quality management system (the “QMS”) in an effective basis in hydropower projects is very essential, giving benefits to not only the owners but also the public. In my thesis, I shall describe relevant concepts of quality system and theories of quality control and assurance in different stages of a construction investment project. From those general knowledge, I present a QMS applicable by an owner of a specific hydropower project. The analysis thereof shall help to recognize some points of strengths and weaknesses related thereto. After all, I propose necessary solutions to supplement and improve the QMS for the hydropower project of the owner. The highest purpose of this thesis is to give a framework for improvement of QMS which is applicable by the owners with its capability of resources in order to achieve better results in quality management of hydropower projects. |
