AbstractThe need to develop alternative model for dairy-based farming system is emerging in Mongolia, in line with the transition from the central planned-economy into open- market economy. A number of efforts in exploring and developing appropriate model of dairy based system are undergoing in Mongolia, for example, Danida Mongolian project. This research is conducted in order to access actual experiences and constraints of developing and implementing the approaches under prevailing socio-economic and policy framework in Mongolia. A combination of formal and informal methodologies was applied, informant interviews, field observations, household interview and participatory observation of training course. The study reveals that enhancement of farmers' self-help capacity m developing economically viable and ecologically sound farming system in line with improving veterinary services are the main stream of the institutional building approaches by the Danida-Mongolian Project. The implementation of Danida-Mongolian Project, over a short period of about 3 years, have shown a noteworthy results and impacts at national and local level, even though the project is small in term of fund allocation. The Danida-Mongolian Project has received much public attention, and contributed to the creation of awareness at different level and different development agents as well as to development of new model of diary-based production in Mongolia. Many development agents, including decision makers, planers, research and non-governmental professionals started showed considerable interest towards the low-cost model of diary-based production systems which is tested and developed by Danida-Mongolian Project. At present Dairy Association have already been registered as co-operative societies under the Co-operative activities. This shows that dairy farmers are increasingly willing to build-up their structural base as a cooperative for further elaborate help because of the broader concept of co-operatives in the co-operative principle. However, there are also rooms for improvements and issues which call for immediate solutions and further discussion among policy makers and development organization in Mongolia.
