AbstractHuman Development Index (HDI) is a socio-economic measuring tool. Although it is useful to set goals for the long range development planning or programming development, it cannot cover the meaning of human development with only four main indicators; GDP/cap, life expectancy at birth, adult literacy rate and combined primary and secondary school enrollment rate. HDI of Thailand for the next five years (1997-2001), with and without the economic crisis, was estimated by using UNDP's formulas. Estimated HDI of Thailand is medium level in both circumstances during those years. More suitable indicators were studied for measuring human development in regional and provincial level by correlation and regression analysis with 19 selected indicators. As the results, two indicators; number of teachers per 1,000 students and number of hospitals per 100,000 people were the suggested indicators, excepting the main indicators. In addition, the relationship between human development and environmental quality was discussed to facilitate planners, policy makers and institutions involved in environmental protection
