AbstractIn absence of an effective public sector transport service, the urban transport system of Dhaka City is dependent on private enterprises. Financial constrains and lack of investment in urban transport makes the city the dumpsite for the obsolete vehicles, which is the main contributor of air pollution of Dhaka. On this context there is a need to provide financial services to the transport sector. Commercial banks are the main actors in mobilizing financial resources. Their decisions and involvement will have great impact on the development of any economic activity such as the transport business. The possibility of incorporating environmental considerations in the decision making of financial actors, gives and opportunity to use the financial resources as a tool to change the behavior and decision making of the polluting enterprises. For this study, questionnaire survey has been conducted among the bankers and the transport providers to find out the present state of environmental considerations of their decision making process and possible way to integrate them to achieve better environmental performance in transport sector. To gather primary information and opinion of key informants, interviews and discussion sessions were conducted. The analysis was mainly based on primarily quantitative as well as qualitative analysis. For the quantitative analysis, cross tabulation, co-relations, directional measurement (lambda, gamma) and indexing was done and for the qualitative analysis stakeholder analysis, trend analysis and situation analysis was done based on the interviews. The main finding of the study is that both financial actors and transport providers are aware of their potentiality to improve the environmental performance of urban transport. But the capacity to deal with the weakness of transport sector such as high risk, possible defaulters of repayment and unfavorable reputation restrict the involvement of the financial sector. Though there is willingness and opportunity in both sectors, capacity to meet each other's requirement is the main obstacle to reach the goal. It indicate the need for capacity building to deal the environmental consideration in both sector It has been found that there is a need for regulatory interventions to direct and support the financial sector to promote environmental considerations. On the other hand, in transport sector, economic incentives have greater potentiality to improve their environmental performance. It requires policy changes from present "end of the pipe regulation" to use of "economic incentives". From the situation analysis, it is evident that favorable condition is prevailing for integration of environmental consideration in transport and banking sector at present policy and institutional level as well as the implementation levels. Finally a proposal for urban transport financing model is developed on the basis of the field survey, observation, interviews and findings with a vision to development and changes of the relationship between financial and transports sector.
