Abstract | Decentralization program in the Philippines is making headway in facilitating and promoting development up to the lowest level of government. Realizing its significance to development, a big challenge has been posed to local governments in playing their role and carrying out their responsibilities for local development as stipulated in the Local Government Code of 1991. The research was conducted in two selected municipalities of Bohol, Province, Philippines. One is Dimiao, which served as the control group having no capablity building program intervention. And the other town chosen was Tubigon, being one of the pilot municipalities of LOGODEF's Local Government Capability Building Program. It used a case study approach and gathered information by guided interviews and collecting secondary data. Programmatic standards and citizens' feedback were used as bases for evaluating the capability of the local governments and the effectiveness of delivery of the municipal services. Over all results showed that delivery of administrative, legislative, social and economic services was more effective in Tubigon than Dimiao. Contributory factors to this are: a) political leadership, b) technical and administrative leadership, c) presence of technically qualified and full-time staff, d) availability and sufficiency of funds, and e) popular people participation. To further improve the delivery of service to the townspeople, the areas of planning, financial management and capability building and strengthening have to be properly looked into and emphasized. A training on Local Political Institute to local government officials has to be considered so as to enhance their awareness on the effective local governance. Likewise, capability strengthening activities and training have to be provided to municipal employees for more effective delivery of municipal services in a self-sustaining manner. |
