Abstract | Eighty five percent of Cambodian population are farmers lived in rural area. Ninety percent of them are under poverty line. Alleviation of the poverty becomes the main objective of the Royal Government of Cambodia. In order to alleviate the poverty, the government expected that developing rural area is an effective tool to reach the poor at the rural areas. As a result, both international non-governmental organizations and government throughout the country have applied rural development concept and activity to meet poverty alleviation objective of the government. Different approaches for rural development have been used by different agencies in order to cope with the rural constraints. Some of them implemented the activities based on the institutional approach which strengthened the institutions involved in rural development and others on non institutional approach that used the community based projects to reach the poor in the specific community. Observing the problems of mismanagement on rural development implementation, the institutional framework has been set up by the Royal Government of Cambodia for the whole country. However, these institutions are still weak to serve the rural areas due to lack of experience. Therefore, the SEILA Program was established under the support of the UNDP/CARERE to experiment on the model that can be used for the whole country. The purpose of this study is to identify and recommend an institutional framework to promote rural development at the local level, to focus on the people's participation and people centered development. With these purposes, the in-depth study was conducted on SEILA Program in Siem Reap Province for 'more information. In addition, two communes namely Kchas and Kien Sanke with six villages were selected from the Sotr Nikum district for the study with a focus on the Local Planning Process. The study assesses the partners involved in the Local Planning Process implementation such as UNDP/CARERE, Government and People Organizations. Both secondary and primary data were used for assessing these institutions. The study found that the institutions for rural development are ex1stmg within the government structure from national to local levels. However, these institutions are weak in terms of role and responsibility. Human and financial resources are also limited for the implementation of development programs. Apart from that the role of district in development activities is by passed due to poor human resources and limitation of skilled people, but in the process of building capacity with support from Provincial Rural Development Committee (PRDC). Based on these findings, strengthening the role of District Rural Development Committee is strongly recommended in an effort to improve rural development activities at the local level. In addition, Local Planning Framework with the role of District Rural Development Committee is addressed. The policy, strategy recommendation and recommendation for each partner involved in SEILA Program was also emphasized in the last Chapter. However, three further researches were also recommended. |
