Abstract | The customs is a public service, which is now facing pressures from environmental changes of its operations world widely. One of the priorities of the strategic issues is to raise organizational effectiveness through information technology (IT) utilization in operations. This study tires to apply the business process reengineering (BPR) methodologies, that have been successful in business areas, to a public customs service with contemporary IT opportunities. More specifically, the research tries to identify a suitable path for process design and its implementing issues under customs operational context. Express consignment clearance process was chosen as a representative process since it consists of all common aspects of customs clearance processes. Bangkok and Perth processes were chosen as samples for field study, having common characteristics of pre and post BPR processes respectively. The comparison of two representative samples is focused on the process design and performance together with the relevant issues from IT architecture and organizational management. The major finding of this research is that customs operation can perform better through integrating the fragmented functions into a coordinated process with help of process redesign backed by contemporary IT capabilities. The report also points out some managerial issues that are related to the critical factors in implementing the newly redesigned processes successfully. |
