Abstract | Technology has become a key for the competitiveness of business and the economic growth of nations. In a developing country, it is crucial for the government to transfer technology from developed countries in order to upgrade local technological capabilities. Build-Transfer-Operate (BTO) is an important mechanism of international transfer to acquire technology. However the effectiveness of technology transfer through BTO projects depends upon the features of each project. Also these are prepared in accordance with the requirements of the host government and te1ms negotiated with the project company. This study is an attempt to develop a conceptual framework to identify the issues related to the BTO concept in transferring technology. The framework focuses on the general process of a BTO project and examines both managerial issues and technological issues. This framework is elaborated through a case study of the 1.5 Million Telephone . Line Expansion Project in Thailand. Based on the findings of this case, the study identifies the various issues proposed by the framework but which have been actually left out in real life implementation. This gap identification is then used to develop guidelines for future use in other BTO projects. |
