AbstractMaintenance is a supportive activities and usually been less cared comparatively than main stream works of a company while in airline industries it is critically important to concern even more than other sections of airline companies. It is because of it's specialty in respect of its requirements of sophisticated people, sophisticated equipment and sophisticate management technique and involvement of lion share of budget to set up and large proportion of operational cost to keep the fleet airborne. This research studies is concerned about the Strategic Quality Policy of management technique of aircraft maintenance engineering. It dissected the Biman quality activities and shorted out the pitfalls and gaps in prevailing system to find the weakness and opportunity it is living with. Afterwards the author formulated a Strategic Quality Policy for Biman aircraft maintenance management through a quality frame work prepared in consideration with JAR - 145, CAR '84 and ISO 9002 & ISO 10013 to develop quality manual. While doing this research, the author observed that Quality people, Quality equipment and Quality management are to be the additive factors to formulate Quality Policy while Quality input, Quality process and Quality output are to be the multiplicative factors to have Total Quality scheme. Furthermore the Quality Policy and Total Quality scheme has a synergy effect which suppose to lead to compose the Quality Statement for the company. The maintenance is the cost center and the pivotal issue to be considered for the smooth and desired operation of the fleet of any airline industries where a definite policy of quality is mandatory to ensure sustainability in this fierce competitive age. The quality statement and the whole policy for each system conversant every one towards a definite vision and objective for each phase of works to minimize doubt and system losses and to optimize resources and efforts. The total documentation for maintenance management is also divided in three parts one is Quality Policy Manual (QPM) to define 'WHAT' will be done, then Technical Procedure Manual (TPM) to define 'WHO', 'WHEN' and 'WHERE' to do and last but not the least is Instruction Manual (IM) to define 'HOW' to do. This research works is concentrated to prepare quality policy manual at strategic level and is consists of three sections, one 1s management issues, secorld one is quality systems and the third one is appendix. This manual needs continuous review to keep the process on line towards the objectives and to keep it abreast with the demand of continuous changes of world business environment in respect of changes of technology specially the information management, changes of level of satisfaction, changes of culture, the financial turbulence and all other uncertainty.
