Abstract | Deregulation, privatization and competition of a telecommunication industry on a global basis has created growing demand for the use of radio frequency spectrum for different wireless services. Development of technology also could not meet the rapidly growing demand for the spectrum. Efficient spectrum planning and management techniques are thus essential to cope with this growing demand. Market based approach is suggested as the best for the efficient management of radio spectrum. This research work demonstrates a systematic approach for the assignment of radio spectrum to an operator for the operation of wireless services. The study is confined to the 2 GHz band (1700-2300 MHz), because most of the second generation and proposed third generation systems are allocated in this region. An appropriate approach is proposed for the assignment of spectrum to an operator, by taking an example of Kathmandu Valley in Nepal. It can be said that, once the demand of spectrum for a particular area is known, the efficient planning and utilization of spectrum could be possible. The proposed band plan between 1700-2300 MHz is based on the technologies developed around the world and present condition of telecommunication scenario in Nepal. This research study also reflects the difficulties associated with planning of third generation spectrum to fulfill the vision "Communication to everyone, everywhere". Different possibilities have been demonstrated based on the service domain and regional standards. |
