Subcontracting practices in Thai building construction

AbstractThe disregard of the crucial role played by subcontractors in the construction process, subcontractors have not been given fair attention by industty researchers. To gain a thorough understanding of the conventional subcontracting system including the subcontract procurement, subcontract administration, subcontract closeout, the relationship with general contractors, an extensive questionnaire survey to 43 general contractors and subcontractors, selected at non-random, was conducted in November to December 1998. The major findings are identified thorough the actual terms of subcontract types, subcontract procurement approach, subcontract bidding and award, subcontract agreements, and subcontract conditions. The manners of general contractors and subcontractors about subcontract administrative practices are investigated, as the general contractors did not concern the coordination with the best interest of subcontractors. The advantage/disadvantage of subcontractors are highlighted that the advantages of both specialty and skilled-labor subcontractors are "quality of works" and "degree of expertise". The disadvantages of specialty subcontractors are "number of workforce" and skilled-labor subcontractors are "financial stability" and "ineffectiveness of foreman". On project closeout, both of specialty and skilled-labor subcontractors involved in their punch list. The existence of relationship between general contractors and subcontractors is identified, as long-term commitment is the most important element of relationships. Recommendations for general contractors are highlighted.
