AbstractConstruction is a unique, complex and dynamic process. These characteristics made the construction industry amorphous and challenging. To gain competitive advantage as well as to improve the industry performance, a comprehensive plan at national level is fundamental. The construction industry in Bangladesh has been suffering due to lack of consistent policies and lags far behind developed countries. This research aims to formulate a strategic plan, which can contribute towards rapid growth and development of the country's construction industry. Porter's diamond concept is employed to analyze and understand the industry business environment. SWOT analysis is applied to explore the internal and external factors that influence the industry development. After that, the key issues of the industry are identified with 'the help of Gap analysis. An econometric model has been developed to forecast the construction performance quantitatively, which depicts mathematically the causes and effects of economic behavior. Finally, based of the key issues, a strategic plan is configured at government level, which covers six aspects including image of the construction industry, financial resources, mechanized construction, human resources, information sharing and technical education and training. Co-ordination among government officials, construction companies and related organizations is very important for successful implementation of the strategies.
