AbstractIn developing countries, the construction industry is characterized by a large pool of untrained, unskilled labor, and is unable to access its manpower needs. In fact, construction is a labor-intensive industry, which places reliance upon the skills of its workforce. Hence, education and training needs of labor are obviously of importance in dealing with the issues of human resource management. The construction sector in Myanmar has significantly grown during the last few year, especially due the newly established open market economic policy. Enhanced construction activities carried out, not only by the state but also by local and foreign private individuals greatly contributed towards significant increase in the construction sector. Projects undertaken by foreign investments are larger and usually are construction of factories and hotels. Most of the projects are situated in Yangon City, the capital of Myanmar. However, most of the projects were characterized as slow progress and poor quality products as common problems of building industry in developing countries. Foreign investment means not only the capital investment but also the technology and construction machinery. As local laborer, technicians and engineers are familiar with the conventional construction method, they fail to efficiently apply the advantage of the advanced construction technology and equipment, and effectively produce the good quality product. Mingaladon Industrial Construction Project is located in the northern part of the Yangon City and a joint venture between Mitsui Co. Ltd., and the department of Human Settlement and Housing Development. The study focuses on factory construction existing in the Mingaladon Project and examines its manpower management. The study aims at finding out the education and training needs for engineers, technicians and skilled laborers to enhance productivity and formulating recommendations for better manpower management by understanding the present situation of construction knowledge and skills of skilled laborers, technicians and engineers in the Mingaladon Project.
