AbstractWith consideration of the losses caused by construction environmental impacts, value of project should be evaluated in term of both environmental impacts and economic benefits. Projects should invest to mitigate the environmental impacts. However, construction environmental costs, unlike the conventional construction costs, do not show direct economic benefit to projects. As a result, projects are not willing to invest in environmental costs. This study aims to make a rationale analysis of construction environmental cost with the hypothesis that the identification of effective construction environmental cost will motivate projects to invest the costs and also help the public to find an effective policy to regulate projects to increase environmental costs. Uncertainties have been identified as an important character of construction environmental issues. Risk analysis serves as basic methodology of this study in two perspectives. First, environmental risks are identified, analyzed and classified for the purpose to manage key risks or risk factors. Environmental losses can be mitigated significantly if environmental costs are invested in the identified key risks. Risk classification is crucial in this process. Secondly, quantitative risk analysis is integrated in environmental cost analysis. Former environmental cost studies conducted in other industries show that uncertainties in these analyses usually lead to unreliable conclusion. Risk analysis provides a reliable framework for environmental cost analysis.
