AbstractThe container sea transportation is becoming popular day by day. Taiwan is deeply dependent on the foreign trade. The sea transportation is the main way for transporting these import-export containers for the foreign trade. There are three container ports in Taiwan dealing with the import-export container operation, namely; Keelung Port, Taichung Port and Kaohsiung Port. This study adopts the equilibrium traffic assignment method; to model the export container volume balanced allocation into the three major container ports in Taiwan. The inland transportation cost and the destination port cost are both cpnsidered. The export container volume is fixed from the origin zone, but the destination port is unknown. Thus, the combined distribution and assignment method is applied. The results show that the present export container allocation amongst these three ports is in un-equilibrium condition. This study discusses the reasons and gives suggestions to solve the unbalance phenomena. The unbalanced situation can be seemed as a policy-oriented development. The government has decided to develop Kaohsiung Port as the regional marine terminal hub within the Asia and Pacific area and has invested heavily at Kaohsiung Port. However, this cause the unnecessary inland transportation as the containers originating from northern or central areas have to be transported to south port to export. This decreases the traffic safety, increases environment pollution and energy over-consumption problem at the same time. For the equilibrium allocation and the policy-oriented consideration, two alternatives are recommended as: (1) Specify individual development orientation for each port based on the equilibrium concept. (2) The "Blue Freeway" concept is introduced to develop the sea transport line around Taiwan island for transporting the inland transportation containers in order to reduce the travel of container trucks from north to south. The policy of building Kaohsiung Port as the regional hub can be implemented, it will also alleviate the inland traffic and increase the travel safety to the inland highway users.
