Abstract | Ever since the Rio Summit, there have been many initiatives to promote sustainable development. Agenda 21 calls for countries, international organizations and nongovernmental organisations (NGO) to develop and use indicators of sustainable development. Although it did not have any separate chapter on energy, the need for it was felt almost everywhere due to existence of close linkages of energy with economic, social and environmental development. Under the present study, consented efforts were made to identify and define certain energy efficiency indicators (EEis) at macro level, categorised under four broad aspects of sustainable development, viz., economic, social, technological and environmental. Consequently, a working list of 40 simple EEis was developed and reported in a useful DSR framework. A country case study of India was also taken up to specifically demonstrate how these EEis can be utilised to analyse shifts in a country's energy efficiency levels, monitor progress towards sustainable development over time and to derive policy measures to hasten the process of development. Based on the evolution for a 15 year period starting 1980-81, a quantitative analysis of each of the EEI of India was undertaken at each category of sustainable development in the backdrop of country's social needs and macro-economic objectives. The analysis clearly demonstrated the broad energy sector development path of the country and helped understand how much policy makers were successful in molding the present path towards a sustainable future. It was evident at the end of the analysis that, with the exception of social category, progress on all other sustainable development categories have been negative. In the end, it was concluded that beyond the commonly used economic indicators of wellbeing, EEis are helpful tool available at the hand of planners and policy makers to give an increased focus on efficiency and sustainable development in national pluming process for overall development of the economy. However, since development of indicators is an iterative process, they have to be continuously evolved reflecting national objectives, needs and priorities. |
