AbstractAs telecommunications becomes a globalized industry, incremental long-term planning used by the public telecommunications operators (PTOs) in developing countries is no longer valid in a competitive world market. Therefore, a systematic approach to strategic management of PTOs based on resources and capabilities is proposed. A methodology for identifying and assessing required resources and capabilities has been developed to enable PTOs to achieve competitive advantage and sustainability in the long run. This conceptual framework is useful for telecommunications managers, policy makers, regulators, and researchers in strategic and technology management in terms of strategic management of resources and capabilities. The study has identified resources and capabilities beyond the traditional boundary of telecommunications services by incorporating developments in emerging trends in the information industry. The proposed methodology for assessing capabilities for competitive advantage and sustainability is applied to PTOs in Thailand and Japan. The results show that a PTO with a lower stock of tangible and intangible resources, limited accumulation of technology-related and non-technological capabilities is unlikely to achieve competitive superiority over other PTOs which invest in resources and capabilities that are difficult for competitors to imitate. Thus, when compared with Telephone Organization of Thailand (TOT), it appears that Nippon Telegraph and Telephone (NTT), which has long experience in accumulating resources and capabilities, is more likely to be in a position to sustain its competitive advantage in the near future.
