Abstract | It has been acknowledged that one of the indirect cause to biodiversity loss particularly in Asia-Pacific region is the institutional system of government planning. This compelled the conduct on the strategic evaluation of biodiversity policy-making and planning process for protected areas in the Philippines by examining the contributory historically significant events and administrative operational activities viewed in the context of policymaking and planning. Developed biodiversity policy and plan such as the NIP AS law and Philippine Biodiversity Action Plan were used as evaluation instruments. Implementation of the NIP AS law strategies was also included taking one protected area experienced. Said assessment was made utilizing primary information supplemented with secondary data. It was found out in the study that government institution (DENR) was capable of biodiveristy policy-making but less on planning because of unattended planning processes components including the approach, standard and methodology, time, financial and human resources allocation that may weakens the implementation scheme in the country. These limitations were the focused ofrecommended action plan. |
