Project scheduling with time, cost and quality considerations : model and application in a cement factory project

AbstractProject scheduling within the three constraints of time, cost and quality is a fundamental and highly challenging task in management and execution of the projects. This study is an attempt to integrate the theoretical model considering time-cost-quality tradeoff in project scheduling and the empirical case study of TPI cement factory. Some quantitative models including PERT and CPM were developed in project management literature but they were designed to control only the two aspects of a project, time/cost trade-off. Recently Babu and Suresh has developed quality integrated project scheduling model (1996). However, the applicability of the model to the real situation is questionable. The study is a combination of two situations, one is understanding and solving the linear programming model that would assist in expediting a project, weighting time-costquality trio, and the another is the adaptation and application of that model to the case study of TPI cement factory in Thailand. Since the scope of work in cement project is too complex and wide, only one sub-project is selected which work scope is sufficiently compact to comply with the base model. Three essential parameters needed to be determined for model adaptation and application are estimated for the normal and crash conditions. They are estimated based on the existing bar-chart plan for normal conditions but for the project crashing, they are calculateded based on the subjective estimation of site managers in the project. The solution shows a series of various optimal levels of time-cost-quality trade-off. Based on the management concern regarding the three objectives i.e., interrelationship between time, cost and quality and the nature of the project, the project managers can find clearly the different choices of time-cost-quality optimization levels and it can make it better to base their decision. Then, the applicability and adaptability of the model to the real situation will then be evaluated based on the practical estimation of parameters and the analysis of the computation results. The graphs are also analyzed and evaluated based on the computation results and they can be useful for project mangers for presentation to top management concerning time-cost-quality trade-off in making project crashing decision.
