AbstractToday, Thailand is experiencing rapid economic growth. To sustain this growth considerable infrastructure support is required. In this context the Communications Authority of Thailand (CAT) has a major role to play by providing efficient telecommunication services. To upgrade its services, CAT is currently involved in acquiring technology through several mechanisms, of which the mechanism of turnkey projects is common. This research is aimed as assessing technology transfer through turnkey projects. Based on a synthesis of literature reviewed, a framework is developed for this purpose. The developed framework is used to examine the extent of technology transferred in the case of the ITSC III turnkey project. The study shows that the transfer of technology has been successful to a great extent, especially with respect to the transfer of the four components of technology. Weaknesses are identified and recommendations are made for guiding future project.
