Abstract | Corruption widespread occurrence ih Asian countries has raised substantial concern. Particular circumstances in Taiwan, the Republic of China - rapid social changes and economic growth, fast development of the large national and public projects, new institutions, overlapping and sometimes conflicting views about what is proper public behavior - appear to contribute to corruption's saliency. According to much information examined, corruption has a devastating effect on administrative performance and economic and political development, for example, shaking and corroding public confidence, perverting institutions' processes and even goals, favoring the privileged and powerful few, and stimulating illegal capital export or use of irrational criteria in the public decisions. Corruption leads neither a rational or efficient allocation of resources nor efficiency of administrative apparatus. The Anti-Corruption Campaign has been launched by the Executive Yuan since October 1993 for building a "clean and efficient" government as the ultimate objective. The government has fully acknowledged that corruption threatens its legitimacy and may result in the erosion of its international competitiveness on the whole. However, the success will depend on the gradual creation of a political and public climate favoring impartiality and on the wisdom of specific government actions. |
