AbstractThis study is aimed at reviewing one of the Asia-Pacific Regional Operations Center (APROC) plans - the Asia-Pacific Telecommunications Center (APTC) plan that was developed by the government. Besides, Taiwan's strengths and weaknesses to be an APTC will be reviewed. It is necessary to evaluate possible action plans needed to materialize the ideas of making R.O.C. as the business hub of this region. The objectives of the research study are to evaluate the existing APTC plan, to analyze additional requirements for the implementation of the plan and to recommend an possible action for short and mid-term. The study confirmed the possibilities of Taiwan in becoming an APTC. However, it is observed that most important barrier for Taiwan to become an APTC is the administrative and legislative inefficiency. As such, Taiwan needs to address these issues for achieving the aforementioned objectives.
