AbstractPrivatization is a complex and long tenn process. It requires a number of coordination of activities of government agencies, private investors, capital markets, banks, and other segments of the country's infrastructure. For privatization of Taipei Bus Administration (TBA) to be successful, this paper is developing a comprehensive privatization process from enumerating two examples which consider privatization by selling assets and by public offering. Owing to the characteristics of administrative agency of TBA, it requires several steps to restructure and change effectively the current shortcomings. First, it needs special regulations to enable the management obtain reasonable autonomy, and clear operating objectives to eliminate some official administrative procedures, and change of its moneylosing image to attract the prospective investors. Second, establishment of an adhoc committee who will take charge of the whole privatization processes and solve the problems within the privatizing period. Third, assessment of the market price of assets and identification of the liabilities of TBA to clarify its responsibilities and debts and to detennine the suitable alternatives and strategies of privatization. After completion of the pre-privatization ·actions, the implementation and post-privatization procedures can be described clearly. At present, the most important aspect of TBA's is that the government should consistently support as well as enact, pass and promulgate a proper legal framework for this task.
