Abstract | Lately, the emerging issue of innovation in complex product systems (CPS) has attracted the attention of researchers. This research attempts to explore the innovation characteristics of complex product system in the case of Integrated Services Digital Network (ISDN) projects. This research aimed to identify the of adopting and implementing ISDN, to analyze the characteristics of ISDN being a CPS as compared to simple products, and to compare the main conditions and characteristics of the ISDN projects in Taiwan and Indonesia. An analytical concept has been designed by integrating various theories and concepts, namely the theory of innovation, the complex product concept, and the concept of innovation network, innovative assets and the economic aspects of innovation. Based on this theoretical concept, an analytical framework is proposed as a guideline for gathering and analyzing the relevant data. This study shows that ISDN projects are driven and implemented by network partners consisting of domestic and international telecommunication operators, a regulatory body, switch manufacturers, CPE suppliers, ISDN user forum, consultants and experts. The outcome of ISDN project can be regarded as a tangible product, namely an array network as well as an intangible product, namely a service provision. It is found that the majority characteristics of ISDN confirm with the hypothetical CPS characteristics proposed by Hobday, in many areas such as product, production process, innovation process, competitive strategy, innovation management, industrial structure, organization and market characteristics. Therefore, this study shows that ISDN project is an CPS project. On the other side, the findings also identify that certain characteristics of ISDN do not confirm with the hypothetical CPS characteristics. This research also proves that the capability to conduct a CPS project does not only exist in developed countries with high-tech industries. Developing and newly industrializing countries such as Indonesia and Taiwan do have capabilities for implementing certain CPS projects as shown here for the case ofISDN. |
