AbstractIn 'Taiwan, there has been little systematic attention given to part-time employment. At present~ the ROC government wants to promote part-time employment to develop the potential labor force and to raise labor supply. Is it feasible to promote in Taiwan? The research study attempt to assess the situation in the services sector. This research study finds that there is a major structural gap between the businesses' utilization of part-time workers and government's promotion on the part-time employment. The businesses mainly employ young students, while government hopes to develop more married women and the elderly to participate in part-time labor market. Many employers in services sectors think part-time work is not fit for their businesses and like to remain current full-time work pattern. They lack willingness to hire part-time workers. With conservative concepts, businesses' employment policies tend to be short-tenn rather than long term. Furthermore, the government policy and legislation is still irrelevant for the needs of new work pattern and also lack incentives on part-time employment. Thus, at present, it seems that part-time work can only be applied in some service industries. Moreover, most businesses' lacking confidence in employing married women and the elderly also limits the utilization of these two groups. Therefore, there is a limited possibility of promoting parttime employment to increase the labor participation rate of married women and the elders at this stage. However, concerning the growth trend of part-time employment and the changing trend of demographic structure, this policy goal needs the government and the businesses to make an effort in the long-term to increase part-time employment. A number of recommendations for both employers and the government are presented. Future studies are suggested toward the goal of promoting part-time employment in Taiwan.
