AbstractBuild-Operate-Transfer (BOT) scheme regarded as a potential device by developing countries including Thailand can bring the needed infrastructure projects, that must normally be funded in huge amount of money, to be implemented and realized in place to date. However, due to highly complex legal and financial structures under BOT scheme, all of pa1iicipants especially investors are confronting with "risk". Therefore, before undertaking a project, the exposure of risk is preferably required by all project participants so that the risk will be kept in mind by them when they are concerning with BOT project investment. Recognition and planning in advance, rather than gambling, is emphasized as an investor's best approach to successful BOT project investment. The achievement for the above-mentioned requirement relies on the systematic approach of identifying the risk. The concepts of risk identification and analysis are applied to serve this requirement. The implementation of influence diagram technique and concept of identifying the primary source risks and their impacts on project at each phase are essential for this thesis method. From Flanagan and Norman (1993) stated that much of the world is not visible from where you stand. Some territory which is familiar and obvious to you may not be so obvious to everyone. As such, the interviewing and questionnaire processes are needed for this thesis in order to gather the information in practice. UnavoidaQ!y, since nature of information relying on experts' subjective judgment allows bias attached into infoririation, the Delphi technique and other proposed methods are used for designing the steps of gathering practical data, interviewing materials and questionnaire papers in which all of them will be used during interview session and questionnaire process. Risk analysis approach using concept of classification scheme to search for more invaluable information or detail is a pretty device leading to logically deciding which risk is a key critical one for Thailand, based on determined reasons widely accepted by experts.
