Abstract | Privatization has been the well-accepted way to convey two main benefits to economy. Firstly, it is an effective tool for financing public work. It reduces debt that government usually borrow for investing. Secondly, it encourages efficiency improvement of organization. It means consumers can get better quality with possibly cheaper price from utilities that used to be provided by the government sector. However, privatization is very sensitive. Unless care is intensively taken on it, it will convey the enormous failures instead of success to the organization. For Thailand, privatization is not new issue. It has been presented for more than a decade. However, very few public organizations have received it as the tool to gain mention benefits. Risk management in the early phase of project is recognized as a proactive approach to prevent failure in management of the project. It is applicable to privatization. This thesis focuses on privatization of transportation state-owned enterprises in Thailand. And the study is mainly emphasized on identification of risks and will be conducted further to find responses to them. |
