AbstractLiberalization and privatization occurred to the telecommunications industry in the world since the 1980s. Most of the Asian countries are experiencing this trend now. Taiwan telecom industry joined in this movement in mid 1996, when the monopolized market started to be open to the private sectors and foreign telecom players. Chunghwa Telecom Co., Ltd., the corporatized Taiwan telecom industry, was founded as a result. Chunghwa Telecom was born with competition in the domestic telecom market. As Taiwan telecom market is quite developed now with the teledensity of over 40% per every 100 persons and about 105% per every 100 households, it is an inevitable way that Chunghwa Telecom will have to consider how to sharpen its competitive edge and develop itself in the international market. With fast economic development andstrong desire to liberalize and privatize its telecom industry, which is now still monopolized by the state-owned enterprises, Thailand becomes an attractive place for the international telecom players now. With great market potential especially in the provinces other than Bangkok area, where the teledensity is still less than 10% per every 100 persons, Thailand is strongly suggested to be the initial market to try Chunghwa Telecom's fledge in the international market. However, Thai telecom industry is still under the supervision of the government, free entry of either private sectors or foreign telecom companies are still impossible. Since Chunghwa Telecom has no experience in the international market so far, the setting up a representative office is suggested as the first entry strategy for Chunghwa Telecom to the Thai telecom market.
