AbstractPrivatization is a worldwide trend now-a-days. The tobacco and wine monopolistic system has contributed a great deal to Taiwan Government in financial aspect in the past. But facing the global trend of internationalization and liberalization and in order to join in WTO (World Trade Organization), privatization is inevitable in the future. This research analyzes the feasibility of privatization of Taiwan Tobacco and Wine Monopoly Bureau (TTWMB). In the beginning, the research focuses on the current situation of government-owned tobacco and wine monopoly, then the reorganization of TTWMB and the policy evaluation of the privatization of tobacco and wine enterprise. Finally, the feasibility of the privatization of Taiwan Tobacco and Wine Monopoly Bureau from social, political and economic perspectives will be discussed. A structural framework for privatization of TTWMB is presented in this study, which is the initial plan of the company itself. In conclusion, necessary recommendations are made to fonnulate an effective privatization policy in future.
