Abstract | The centralized approach to technology development has the advantage of concentrating the scared resources and qualified manpower onto the priority development areas in a developing country. However, one of the major difficulty is that R&D activities are separated from production activities. This research study investigates China's highly centralized approach to the industrial technology development process by looking at a ministerial R&D institute and the case of a new product development. Seven indicators are used to measure the R&Dproduction linkage for this investigation. It turns out that the R&D-production linkage is weak. This study therefore discusses the major reasons for the weakness of this linkage. This study further reviews recent reforms to overcome some of the weaknesses in China's technology development process. Finally, a few recommendations are made. |
