Abstract | Equitization (or privatization) of the State Owned Enterprises ( SOEs) is a major topic for debate presently in Viet Nam. It involves the inevitable transition from the centrally planned economy to the socialist-oriented market economy. The most significant problem is the slowness of the process because of many obstacles. Equitization can favorably influence the economic performance. Many obstacles include : lack of stock market, company directors fear to lose their position and benefits and employee resistance. A major limitation to equitization is the valuation of SOEs' assets value : How can investors evaluate SOE's assets exactly ? What price should government fix to ensure both buyer's and seller's benefits. Especially in Viet Nam, this will be necessary because there is likely only one potential buyer without competitive bidding. Thus, the purpose of this research study will analyze obstacles in-depth and suggest relevant solutions to equitization. Hopefully, these obstacles will be reduced and the privatization process will be accelerated in the future. Consequently, equitized SOEs which make profit and require funds for expanding production will issue more new equity and debt instruments. This will create the foundation for the emergence of a stock market sooner in Viet Nam. |
