| Abstract | Construction projects are obtained by bidding. The bidding process in Sri Lanka is driven by the lowest cost mentality where the qualified bidder with the lowest bid will obtain the project. Most of the small and medium size construction companies fail because of this rea- son. Thereby, this paper focuses on factors influencing the decision to bid and bid markup de- cisions of contractors who bid for public projects in Sri Lanka. The main purpose of this study is to discover the key factors influencing the decision to bid and bid markup decisions and then find the critical factors. Finally propose recommendation to improve the public construction sector in Sri Lanka. From past studies 45 factors influencing the decision to bid and 30 factors influencing the bid markup have been chosen. The factors have been put in a questionnaire and then the questionnaire was distributed among small and medium size construction companies who bid for public projects in Sri Lanka. From the collected data, critical factors have been chosen for both decision to bid and bid markup decisions and the reasons were analyzed by verbal discussions with experts in the field. |
