AbstractLeasing is a form of giving medium and long-term credit loans. Vietnam is currently in its early stage of economic development and has a high demand for investment capital as well as modem equipment to serve its manufacturing activities. If applied widely, leasing will positively affect the industrialization and modernization process of the country, and it is presently a good solution to help businesses to renew machinery and technology. This study is an attempt to understand the operating environment for leasing in Vietnam. However, because of its exploratory nature, this study focuses only on leasing activities in Ho Chi Minh City and Mekong Delta provinces. In an operating environment comprising many determinants affecting the development of the leasing industry, a framework is proposed with two main factors, namely the business environment and government regulations. The experience from the developing countries and prominently from the industrialized countries shows the significance of these two factors for the evolution of the leasing industry.
