AbstractTechnology plays a key role in economic development and creates competitive advantages. The turnkey project is an important mechanism of international technology transfer to acquire technology. This study tries to build a framework for studying the factors that determine the effectiveness of technology transfer through turnkey projects. The framework provides a means for assessing the time, cost and four components of technology transfer, and analyzing the impact of common problems on technology transfer. It also suggests remedies for avoiding these problems. This framework is elaborated through case studies in three industries: steel, brewery, and electricity. The projects selected are Semi-Auto Rolling Mill and POSVINA II of Southern Steel Corporation, Soc Trang Brewery Plant, and Phu My Thermal Power Plant II-1. Based on the findings of these cases, the study draws major conclusions on the nature and effectiveness of technology transfer through turnkey projects and presents some recommendations for overcoming common problems and ensuring effective transfer. This study also highlights to potential transferees the experience and lessons learnt through these projects.
