Abstract | Hanoi, dating from the 10th century is recently discovered as one of the great heritage townscapes of Asia. One special area of the city center is the French Colonial Quarter which had been built up during the French colonial domination. The special beauty and distinctive quality of this area are given by French fabric with grid of wide tree-lined streets flanked by luxury villas and public buildings locate at key positions. Also are there other urban elements such as: sidewalk, trees, lakes, parks, open spaces and squares and the Red River that contribute to beautifying the area. Under the Doi Moi (reform) policy, now this area faces structural changes that for one side contribute to the national economic growth but in another side, damage the distinctive character of its urban form and pattern. In-fill developments as well as high rise structures are taking place in everywhere deteriorating and reducing quality of the historic environment. The existing planing mechanism created on the centralized socialist system, now cannot provide a feasible solution to balance the development and conservation. Given the existing situation, this research study is an attempt to find out applicable solutions to problems. Based on strategic planning approaches, a model of conservation has been established for dealing with the conservation of the French Colonial Quarter. In order to identify key issues for strategic actions the research author has examined comprehensively the trends, opportunities and constrains at both, metropolitan and local levels. Using strategic assessment of strengths, weaknesses, opportunities and threats of the community and the environment, the researcher has identified alternative strategies and selected the best scored set of options. An Action Plan has been established within this strategic choice as the most applicable for dealing with the conflict reality. To complement the conservation plan, the researcher also has investigated the possibility of predicting the maximum capacity accommodation of a specific area. Different options are presented within the conservation framework for strategic selection. |
