Abstract | Fish seed supply networks play a major role in aquaculture development because they acts to enhance and promote fish seed availability often over widely dispersed moral areas. The provision of fish seed for farmers is a key institutional focus for agencies and organizations to use for promoting aquaculture. In Savannakhet Province, Lao PDR, the Department of Livestock and Fishery Section (PDLF) had promoted aquaculture in the province by stimulating fish seed availability in rural areas in collaboration with the AIT Aquaculture Outreach Program since 1994. This study attempted to review these efforts within the context of the wider network of fish seed supply among local people. A survey in was carried out in order understanding, describe and analyze the network leading to the development of recommendations for the local government to more effectively monitor and support it. The results show that the network of fish seed supply has had a positive impact on aquaculture development in Savannakhet Province. In 1996, the fish seed supplied to grow-out farmers originated from private hatcheries in Thailand (93%), the provincial government hatchery (4%) and from farmers' hatcheries (3%). The major actors in fish seed distribution were mobile fish seed vendors. The collaborative project with AIT aimed to assist the local government improve their main office, rehabilitate and improve the management and training capacity of the government hatchery and encourage rural farmers to either produce fish seed and/or become part of a nursing network at village level. Over the three years in which the project has promoted nursing of fry in hapas. The number of fingerlings produced has increased substantially, adding to the supply of seed available in remote areas. A major objective of the project has been to improve capacity at district level to make positive interventions to promote seed availability in remote areas by DLF officials. This study indicates that although implementation suffers may constraints at the village level, much progress in being made. It is recommended that the PLF continue to cooperate and assist the current actors within the seed supply network to transfer farming fish teclmologies, promote fish seed production and to monitor their activities. |
