Abstract | The objectives of this study are to assess the economic feasibility of Shijiazhuang Oil Refinery Factory Hydrofining Expansion Project in China. Cost Benefit Analysis method has been utilized for this study. Some methods for project evaluation and the way of handling inflation are discussed in literature review, also, the situation of project analysis in China, the features of expansion project and Petrochemical Industry were discussed. The result of financial analysis suggests that, under base case assumptions, the investment would be beneficial. The project financial IRR (Internal Rate of Return) is at 17.11 % , NPV (Net Present Value) is 11,243 Thousand Yuan, and the pay back period is 6.4 years. The results of the sensitivity analysis indicate that the products selling prices and raw material prices are the most sensitive variables, while the variations in investment costs and production volume will affect the project performance in order of significance. The project performance drops greatly with the reduction in selling prices and the increment in raw material prices. It was found that, only a minor variations in selling prices or raw material prices can make the project become unacceptable. If the selling prices and raw material prices change at the same rate and at the same time, results will be not much different from the base case. |
