Abstract | Public-Private Partnership (PPP) has been one of the most effective concepts in developing infrastructure projects. By bringing in creative skills and management efficiency from business practice, private companies can potentially improve efficiency and productivity in implementation of major capital projects and provide an effective approach to meet project objectives. The main idea behind the partnership in toll roads delivery is putting together the strengths of both public and private sectors in order to provide services in the most cost-effective manner, on time, and with the highest quality. In this study by selecting 20 PPP toll projects around the globe, factors which are affecting the success and failure of projects are analyzed using binary regression analysis. 8 variables are selected as independent variables according to the availability of data. Toll project’s success and failure selected as dependent variable. Transparency in the procurement process, project technical feasibility, appropriate risk allocations and risk sharing, stakeholders acceptance, government involvement, stable macro-economic conditions, sustainable environmental policy, project financial feasibility are selected as the factors to be accounted for PPP toll road projects. From the analysis results stakeholder’s acceptance is appeared to be the most important factor, which affects the toll road projects. And the combined results of the analysis are concluded from the analysis. Also the relationship status between the dependent variable and independent variable is found from the analysis results. By doing this research, it can be identified that what should be considered when proposing a PPP toll roads projects. |
